THE COMPLEX:

 

The Regional Development, Integration and Business Delivery Complex comprises five (5) Regional Development and Business Delivery Offices, one per region: North Africa, Southern Africa, East Africa, West Africa and Central Africa. The Regional Development and Business Delivery Offices are headed by Directors General. The Complex also includes a Special Office for Nigeria, a Department for Transition States and a Regional Integration Coordination Office.

 

One of the Complex's main mandates is to ensure implementation of the Strategic Framework for Regional Integration. The Strategic Framework for Regional Integration is the Bank's overarching strategy to support implementation of the Integrate Africa priority of the High 5s, Agenda 2063 and the African Continental Free Trade Area. It is designed to accelerate the free movement of goods, services, people and capital across Africa. The Strategic Framework for Regional Integration is underpinned by major investments in regional infrastructure, particularly energy, transport, water and information and communication technologies.

 

THE POSITION:

 

To ensure operational continuity and maintain an optimal level of security for its premises and staff residences, the African Development Bank (AfDB) is recruiting Short Term Staff – Security Guard and Security Team leader for its North Africa Regional Hub (RDGN). This recruitment aims to strengthen the protection of Bank staff, assets and operations.

 

KEY FUNCTIONS:

 

  1. Security Guard

 

  1. Main Responsibilities

 

Under the supervision of the Security Supervisor, the Security Guard carries out operational duties to protect designated residences, premises, staff, assets and Bank information against any malicious acts, intrusion or security risk.

 

  1. Key Duties and Responsibilities

 

  1. Access control: Manage entry and exit points; verify the identity and authorisations of staff, visitors and contractors.
  2. Screening and inspection: Inspect bags, packages and vehicles in accordance with established procedures.
  3. Surveillance and patrols: Conduct regular rounds inside and outside the premises to prevent and detect any signs of intrusion or other hazards.
  4. Control room management: Operate the security control room through active monitoring of CCTV screens, management of alarm systems and use of communication equipment.
  5. First response: Act as first responder in the event of an alarm or incident; take immediate action to secure the area and alert the Supervisor.
  6. Emergency reporting: In the event of a major security incident, report immediately and without delay to the Supervisor, who will be responsible for notifying security management. If the Supervisor is unavailable, contact the Security Consultant or the CRSO directly.
  7. Regular reporting: Maintain the electronic or paper logbook clearly and accurately; report any observation or incident to the Supervisor.
  8. Assistance: Provide reception, guidance and security assistance to visitors and staff.
  9. Compliance: Strictly apply all security instructions, including emergency procedures (evacuation, fire).

 

  1. Security Team Leader

 

  1. Main Responsibilities

 

The Security Team Leader is responsible for the coordination, supervision and performance of the security guard team. He/she ensures the effective implementation of security procedures and serves as the primary point of contact for the day-to-day management of safety and security incidents.

 

  1. Key Duties and Responsibilities

 

  1. Team supervision: Organize, assign and supervise the daily tasks of security guards; draw up rotation schedules for posts.
  2. Control and operations: Ensure the proper application of access control, reception, and screening procedures for visitors, vehicles and equipment.
  3. Control room: Supervise the operation of the security control room and ensure the correct use of all systems (CCTV, alarms, communications) by guards.
  4. Incident management: Act as first responder and coordinator during security incidents (intrusion, medical emergency, fire).
  5. Emergency reporting: In the event of a security incident, immediately and without delay notify, by all available means, the Bank’s Regional Security Officer and the Bank’s Security Consultant.
  6. Regular reporting: Prepare and submit detailed incident reports and daily logs (logbook) on security activities and anomalies observed.
  7. Training and briefing: Conduct daily briefings with guards before shift handover; ensure ongoing team training on instructions and procedures.
  8. Equipment management: Ensure the proper functioning of security equipment (walkie-talkies, CCTV, metal detectors) and report any malfunction.
  9. Coordination: Serve as the operational liaison between security guards and the Bank’s security management.

 

 

COMPETENCIES (skills, experience and knowledge):

 

  1. Security Guard

 

  1. Hold a minimum of a A LEVEL / BAC or BT or its equivalent; 
  2. Have a minimum of three (3) years of professional experience as a security guard, preferably within an international organization, embassy or large corporation.
  3. Proof of citizenship or evidence of permanent residency or work authorization in Tunisia.
  4. Skills:
  • Knowledge of basic security and guarding techniques.
  • First aid knowledge would be an asset.
  • Ability to use communication equipment (radio).
  • Observation skills, vigilance and responsiveness.
  1. Personal attributes: Integrity, discipline, punctuality, good physical condition, ability to work in a team and follow instructions.
  2. Good written and oral skills in French. Knowledge of English would be an asset. Knowledge of Arabic is essential.
  3. Competence in the use of Bank standard software (Word, Excel, Powerpoint and Access).

 

  1. Security Team Leader

 

  1. Hold a minimum of a BTS/DTS/DUT or its equivalent; 
  2. Have a minimum of three (3) years of professional experience in the security field, including at least two (2) years in a team leader role, preferably within an international organization, embassy or multinational company.
  3. Proof of citizenship or evidence of permanent residency or work authorization in Tunisia.
  4. Skills:
  • Excellent leadership and team management skills.
  • Solid knowledge of physical security principles (access control, surveillance, intervention).
  • Good written communication skills in French (for reports).
  • Good computer literacy (MS Office).
  1. Languages: Good command of French. Knowledge of Arabic is essential. Knowledge of English would be an asset.

Personal attributes: High level of integrity and professionalism, composure under pressure, good physical condition, excellent interpersonal and communication skills.
