THE BANK:

Independent analysis by the UNDP shows that achieving the High 5s will help Africa to achieve 90% of the Sustainable Development Goals targets and 90% of the African Union’s Agenda 2063 goals.THE COMPLEX:
The Vice-Presidency for Regional Development, Integration and Business Delivery (RDVP) is responsible
for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and
activities. The RDVP will ensure that the Bank operates successfully across its Regional Member Countries
(RMCs) and oversee the full implementation of all aspects of the Bank’s Regional Directorates and Country Offices.


THE HIRING DEPARTMENT:
The various Country Office falls within one of the five (5) Regions of the Africa Regional Development, Integration and Business Delivery Hubs. The Regional Hubs oversee a combination of country and liaison offices, as well as non-presence countries. The Director General of the regional hub is accountable of the specific African region and is supported by a Deputy Director General (DDG). The Regional Directorates hold the administrative capabilities and relevant sectoral functions to provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the Bank’s High 5s agenda.  
Country Offices of the African Development Bank have been established to strengthen policy dialogue between the Bank, Governments and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners. Each country office is headed by a Country Manager. 


THE POSITION:
The secretary to the country manager works closely with the Country Manager and other staff to provide administrative assistance. The incumbent will assist the Country Manager and other staff in optimizing their schedules by handling administrative and secretarial tasks. 

KEY FUNCTIONS:
Under the Supervision of the Country Manager, the secretary to the country manager will perform the following:  

1.    Manage the Country Manager’s agenda in collaboration with him/her
2.    Make necessary arrangements for welcoming high-level visitors and answering their questions with tact and discretion.
3.    Prepare briefing documents required by the Country Manager for his various meetings and official trips.
4.    Ensure the quality of documents requiring the approval and/or signature of the Country Manager with necessary attachments and background documents.
5.    Ensure all correspondence (internal & external) is transmitted to the parties concerned, in a timely manner and follow up as required
6.    Organize the Country Manager's meetings with the host country authorities and the other Bank’s stakeholders; coordinate official receptions organized by the Bank;
7.    Draft and finalize correspondence in a range of areas on behalf of the Country Manager and prepare meeting minutes;
8.    Organize Country Office meetings and events by coordinating all logistical arrangements (meeting rooms, meeting files, video/audio conference equipment, etc.) in collaboration with the administrative et IT teams.
9.    Support the Finance and Administrative Officer to ensure the smooth running of the office.
10.    Perform other duties as required.


COMPETENCIES (skills, experience and knowledge):
1.    Hold a minimum of a Bachelor's degree in business administration, commerce, administration, or a related field, supplemented by training in secretarial functions/administration/office management.
2.    Have a minimum of four (4) years of relevant experience in progressive positions, attached to an executive’s office, preferably in an international organization; 
3.    The ability to provide direct analytical support in the unit’s services such as administrative processing; 
4.    The capacity to assimilate the work unit objectives, and services to clients;
5.    Be able to work under pressure and to prioritize in the dynamic setting of an international and multicultural setting. 
6.    Ability to handle speedily and efficiently internal and external requests. 
7.    Ability to manage simultaneous and shifting demands, priorities and tight deadlines. 
8.    Proficiency in the use of standard equipment (computer, fax, scanner, photocopies etc.) 
9.    Demonstrable commitment to delivering excellent customer service focused reception and administration services. 
10.    Be able to multitask, excellent problem-solving skills and attention to detail.
11.    Effective communication; highly client oriented, good teamwork and relations.
12.    Ability to work and cooperate with others from diverse backgrounds and therefore operate effectively in a multicultural organization. 
13.    Integrity and confidentiality.
14.    Proficiency in written and verbal communication in French or English , with a good working knowledge of the other.
15.    Competence in the use of Bank standard software (Outlook, Word, Excel, Access, and PowerPoint). Knowledge of SAP would be an asset.
