THE BANK:
Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 81 member states, including 54 in Africa (Regional Member Countries). The Bank is seeking to build a management team that will lead the successful implementation of this vision.
THE COMPLEX:
Rwanda Country Office (CORW) is in charge of the Bank’s interventions in Rwanda (including water, energy, transport sectors, skills development).
CORW carries out its work within the overall goal of poverty reduction and Country development and in conformity with established Bank policies and strategies on Light up and Power Africa; Feed Africa; Industrialize Africa; Integrate Africa; and Improve the Quality of Life for the People of Africa.
THE HIRING DEPARTMENT:
Given the significant growth of the Bank's portfolio in Rwanda's water, energy, and transport sectors, surpassing US$2 billion, an Operations Assistant will play a crucial role in supporting the successful implementation of the portfolio. Rwanda Country Office (CORW) is guided by the Bank’s Country Strategic Paper (CSP) which focuses on increasing competitiveness and employment opportunities; ensuring value for money and accountability for improved service delivery; and ensuring inclusion and social cohesion.
THE POSITION:
The Short-Term Staff – 1 Operation Assistant
KEY FUNCTIONS:
Under the Supervision of the Country Manager, the Operation Assistant will perform the following:
- Provide analytical support for the development of the Bank's institutional and strategic reports.
- Participate in the review and update of the Bank's operational guidelines and manuals.
- Produce key operational reports and prepare monitoring reports to track progress and identify trends.
- Create visually appealing graphs, charts, and dashboards using various BI tools and MS Office to effectively communicate data insights.
- Develop presentations for Management to convey complex information in a clear and concise manner.
- Present data in a way that is easily interpretable to support informed decision-making
Portfolio Management
- Portfolio Performance Analysis: Conduct and analyze portfolio data to identify trends and patterns
- Project Support: Support Task Managers in drafting supervision reports and briefs.
- Project Appraisal and Review: Participate in project preparation, appraisal, and mid-term review missions.
- Operational Support: Provide operational support to Task Managers and assist the team in project programming.
- IT Support: Coordinate matters related to SAP, BPPS, and other information technology aspects with Bank Applications.
- Project Monitoring and Tracking: Monitor project implementation and ensure regular updates on projects included in loan programs. This includes identifying and mitigating risks relating to a project (follow up on contingency plans for flagged projects).
- Database Management: Establish and maintain a database to track disbursements, ongoing projects, aged projects, problem projects, and potential problem projects.
Project Data Management & Databases
- Data Collection and Analysis: Collect and analyze data from internal and external databases.
- Database Maintenance: Update and maintain relevant databases.
- Data Systems Development: Develop and implement databases, data collection systems, data analytics, and other strategies to optimize statistical efficiency and quality.
- Data Acquisition: Acquire data from primary or secondary data sources and maintain databases/data systems.
- Data Validation: Ensure data completeness and accuracy by validating data inputs.
- Stakeholder Engagement: Work with stakeholders to understand their data needs.
- Data-Driven Insights: Provide recommendations based on data insights.
- Project Coordination: Liaise with Task Managers on follow-up activities from meetings and workshops.
Work Program Monitoring Support & Transactions support
- Operational Planning: Assist in preparing the annual working calendar and quarterly mission program.
- Reporting: Coordinate the preparation of monthly and quarterly reports, including Key Performance Indicators reports, to be submitted to Programing and Budget departments.
- Stakeholder Management: Support Country Program Officer (CPO) and Task Managers with relevant data or reports related to project stakeholders/ecosystem, such as disbursements and procurement.
COMPETENCIES (skills, experience and knowledge):
- Hold a minimum a Bachelor’s degree or its equivalent in business administration, management, economics or related field.
- At least five (5) years relevant practical administration and data management experience, with progressively higher responsibilities in an international organization
- Excellent written and verbal communication skills in English and/or French, with a good working knowledge of the other language.
- Excellent organizational and interpersonal skills.
- Proven high level initiative, enthusiasm and team spirit.
- Knowledge of the Bank’s standard software and systems such (Regional Dashboard, MARS, BPPS, DARM, SANKOFA); knowledge of SAP will be an asset
- Sound knowledge of typing and word processing is highly desirable
