THE BANK:

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 81 member states, including 54 in Africa (Regional Member Countries).  The Bank’s development agenda delivers financial and technical support for transformative projects that significantly reduce poverty through inclusive and sustainable economic growth. To sharply focus the objectives of the Ten Year Strategy (2024 – 2033) and ensure a more significant developmental impact, five major areas, all of which will accelerate our delivery for Africa, have been identified for scaling up, namely energy, agro-business, industrialisation, integration and improving the quality of life for the people of Africa.

 

THE COMPLEX:

The Vice Presidency for ‘Agriculture, Human, and Social Development’ is a Sector Complex focusing on the Bank’s Ten-Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are (i) to develop, policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments; (iv) the Vice President will act as the spokesperson to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve quality of life for the people of Africa”.

 

THE HIRING DEPARTMENT/DIVISION:

The Water Development and Sanitation Department is part of the Agriculture, Human and Social Development Complex. The Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to the achievement of all High 5s (Power and Light Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the quality of life). Through its three operational Divisions, namely the Division for water coordination and partnerships and the Division for water security and sanitation, and the African Water Facility, the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling- up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio- economic transformation.

The Director’s Office coordinates the work of the Department and reports on the implementation of its work program to senior management. The Water Development Expert Advises the Director on pertinent sector development issues and provides top-notch guidance that helps to maintain the Bank’s role as a leading partner for the attainment of water security in Africa, in line with the Bank’s High Five and the Bank’s Ten-Year Strategy.

 

THE POSITION:

The Chief Water Development Officer advises the Director on pertinent sector development issues and provides top-notch guidance that helps to maintain the Bank’s role as a leading partner for the attainment of water security in Africa, in line with the Bank’s High 5s and the Bank’s Ten-Year Strategy. The main work objectives are to provide advisory and technical support to the Director through:

  1. Supporting the development and review of Bank’s policy and strategic work on water development and sanitation to ensure operations which are identified, developed and executed by regional hubs effectively implement the Bank’s relevant sector policies and strategies.
  2. Strengthening Bank’s think-tank function, as well as developing and disseminating knowledge, and provide technical guidance and expertise to various Bank units and complexes.
  3. Defining strategic direction, implementing work program, monitoring the performance of the Department and providing strategic advice, as necessary.
  4. Contributing to the Bank’s resource mobilization efforts for pertinent sectors and initiatives by fostering strategic partnerships with multilateral and bilateral organizations and regional organizations for leveraging funding and knowledge.

KEY FUNCTIONS:

Under the overall supervision of the department’s Director, the Chief Water Development Officer performs the following:

  Advisory and support function

  1. Support the Director in determining and managing the human and financial resources requirements of the Department; participates in the selection of staff, allocate and provide management support to the staff and facilitate their full performance in technical work; and determine the staff's training and career development needs.
  2. Advise the Director on issues related to water development and sanitation and defend before the Board papers originating from the Department.
  3. Support the Director in coordinating the work program of the Department; determining priorities and allocating resources for the timely delivery of outputs; foster teamwork and communication among staff in the Department and across organizational boundaries; and contribute to ensuring the Key Performance Indicators set for the department are met.
  4. Monitor various activities under the Department including those under the three Divisions and the African Water Facility to ensure synergies and harmonization.
  5. Advise the Director in defining strategic direction of the Department in line with global trend and needs on the continent.
  6. Represent the Department, as necessary, in: inter-departmental working groups, water coordination committee, donor and partner meetings related to the water and sanitation sector and trust funds under the department, as well as other meetings related to the work of the Department.
  7. Coach and mentor junior staff in technical aspects of their work related to water and sanitation sector.

  Sector policies and strategies; sector monitoring and evaluation

  1. Work closely with the Director and three Division managers and the Bank’s management in developing and reviewing the Bank Group's policies, rules, regulations, norms and standards especially related to water and sanitation to ensure all relevant issues are adequately addressed, and solutions and options are provided from an integrated perspective.
  2. Through the regional hubs, play a lead role in policy dialogue with Regional Member Countries, promote an integrated approach to the preparation of water-related sections of country and regional strategy papers as well as country and regional development programs and projects in support of regional hubs.
  3. Promote implementation of relevant sector policies and strategies within the Bank.
  4. Contribute to the Secretariat for the water coordination body of the Bank (Water Coordination Committee) to ensure efficient coordination of the water-related activities to foster multi-sector collaboration around water and maximize synergies towards water security and sustainable social economic development.

  Sector knowledge development and uptake, and networking

  1. Enhance knowledge management and provide technical guidance/advisory services and expertise to regional hubs, and foster coherence of the Bank’s action in water, human and social development.
  2. Through the Director, provide advice to the Bank’s management on the water and sanitation sector matters.
  3. Lead, participate in Economic Sector Works in countries and regions that help to inform and improve the design of new operations for greater impacts.
  4. Provide significant contribution to the community of practice on water resources development and management to facilitate the knowledge exchange within the institution and to harmonize the service standard across the regional hubs.

Strategic partnerships, networking and sector knowledge

  1. Contribute to forging strong strategic partnerships with multilateral and bilateral organizations and regional organizations to leverage resources and support business development in regional hubs in the area of water and sanitation, and to supporting the Vice President’s role as the Bank’s spokesperson to external audiences.
  2. Develop and maintain cooperation and co-financing relations with the other development agencies and organizations; may lead important and sensitive missions to the member countries and partner organizations and agencies; may represent the Bank Group in major international conferences and meetings especially on water development and sanitation.
  3. Organize and/or represent the Bank at high level strategic meetings and conferences on water security and sanitation.
  4. Perform other duties as assigned by the Director

COMPETENCIES (skills, experience and knowledge):

  1. Hold a minimum of a Master's degree in either Water Resources Engineering, Sanitary Engineering, Water Supply, Economics, Social Sciences, or closely related disciplines.
  2. Have a minimum of seven (7) years of extensive and progressive experience in area of water resources development with a working experience in financial or development Institution.
  3. Strong experience of the water and sanitation sector.
  4. Experience in water or sanitation sector development and policy support in developing countries including in Africa. Knowledge of private sector contribution to water resources development and sanitation and innovative financing mechanisms.
  5. Familiarity with the work of other multilateral and bilateral development institutions is a plus.
  6. Experience in planning, organizing and coordinating the activities in forging effective partnerships, and in mentoring peers and providing advice to senior management.
  7. Recognized sector expert with deep knowledge of integrated water resources development in Africa, with a focus on research and policy, particularly related to water or sanitation, ability to analyze and evaluate critical matters pertaining to a broad spectrum of environmental health, water and sanitation issues and provide policy advice.
  8. Experience in delivering high quality operational products and services (economic analyses, research advice, sector studies and reviews).
  9. Good communication skills and ability to build effective working relationships in a diverse multicultural environment.
  10. Ability to communicate effectively (written and oral) in English or French. A working knowledge of the other language will be an asset.
  11. Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable.
