THE BANK:

 

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 81 member states, including 54 in Africa (Regional Member Countries).  The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2024 – 2033) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The Bank is seeking to build a management team that will lead the successful implementation of this vision.

 

THE COMPLEX:

 

The President, plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund. The President supervises several Departments and Units including Office of the President; Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Unit; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Directorate; General Counsel and Legal Services Department; Communication and External Relations Department; Staff Integrity and Ethics Office and Office of the Secretary General and General Secretariat.

 

THE HIRING DEPARTMENT:

 

The role Office of the Secretary General and the General Secretariat (PSEG) facilitates the delivery of the objectives of the Bank’s Ten-Year Strategy, High 5s, and Development and Business Delivery Model by enhancing the decision-making process of the governance organs and forging better working relationships with the shareholders and host countries of the Bank. PSEG is comprised of: (i) the Immediate Office of the Secretary General (PSEG. 0) which has the additional responsibility of managing the Records Management and Archives Section, the Corporate Governance Policy and Shareholder Relations Section and a Conferences and Meetings Section; (ii) a Board Affairs and Proceedings Division (PSEG. 1); and (iii) a Protocol, Privileges and Immunities Division (PSEG. 2).

 

The Protocol, Privileges and Immunities Division (PSEG2) is responsible for providing protocol services and managing relations with countries hosting the Bank Group's Headquarters, Regional and Country Offices on the one hand, and Diplomatic Missions on the other. The Division plans and organizes protocol coverage of events, meetings, ceremonies and high-level visits, manages privileges and immunities of the Bank and its Staff, and renders protocol services to the President, Elected Officers, Senior Management and guests of the Bank. The Division also ensures that correspondence to Member Countries and other stakeholders are drafted in accordance with internationally accepted protocol standards and norms. As part of its contribution to the overall mandate of the Bank, the Division ensures that protocol services are timely and effectively rendered, creating an enabling work environment for the Bank and its Staff.

 

THE POSITION:

 

The Bank invites suitably qualified persons to apply for the position of Protocol Assistant (STS). This position is based in Abidjan, Côte d ‘Ivoire and does not attract international terms and conditions.

 

KEY FUNCTIONS:

 

Under the supervision of the Chief Protocol Officer, and overall oversight from the Chief of Protocol and Division Manager for Protocol, Privileges and Immunities, the STS will:

  1. Assist in the drafting of and reviewing of diplomatic correspondences in accordance with internationally accepted protocol standards.
  2. Ensure appropriate dispatch of all Diplomatic Correspondences using appropriate diplomatic channels.
  3. Assist and follow up on dispatched correspondences as may be relevant to the specific subject.
  4. Track, update and keep an update of summary of diplomatic correspondence processed by the Division.
  5. Assist in the follow of the Member States Engagement process including updating a database of Chiefs of Protocol and Focal Points in the Ministries of Foreign Affairs and of Finance respectively of the Bank’s Regional Member Countries.
  6. Assist in maintaining an updated database of Heads of Missions of the Bank’s Member Countries accredited in Cote d’Ivoire.
  7. Assist in the training processes of Bank staff on protocol, privileges and immunities of the Bank.
  8. Produce a record of all meetings chaired by the Chief of Protocol and Division Manager for PSEG2.
  9. Assist PSEG 2 secretariat as and when required.
  10. Undertake any other duties as may be assigned.

 

COMPETENCIES (skills, experience and knowledge):

 

  1. Hold a minimum of a Bachelor’s Degree in International Relations, Social Administration and Business Administration or a related field. A certificate of training in Protocol and/or diplomacy or People’s relations will be advantage.
  2. Have a minimum of 4 years of relevant experience in an international organization or private sector.
  3. Proof of citizenship or evidence of permanent residency or work authorization in the proposed country of employment.
  4. Excellent communication skills.
  5. A good knowledge of Bank rules, policies and procedures, Headquarters and other establishing agreements.
  6. A good knowledge of diplomatic norms and practices.
  7. Excellent diplomatic writing skills.
  8. Good written and oral skills in French or English with a good working knowledge of the other language.
  9. Competence in the use of Bank standard software (Word, Excel, Powerpoint and Access). Knowledge of SAP is an added advantage.
