THE COMPLEX:

 

The Vice-Presidency, Technology and Corporate Services (TCVP), serves as the cornerstone for the Bank's technological and corporate service initiatives. Dedicated to efficiency and client satisfaction, TCVP is tasked with the design, development, and delivery of superior information technology solutions and corporate services. Its responsibilities range from the strategic development and implementation of the Bank’s IT systems, cybersecurity, and business continuity plans to the management of real estate assets, procurement, corporate travel, and language services. Through its leadership, TCVP ensures these critical functions are executed in alignment with the Bank's mission, enhancing overall institutional effectiveness.

 

THE HIRING DEPARTMENT/DIVISION:

 

The primary roles of the of the Real Estate Management, Procurement and General Services Department are to manage and maintain the Bank’s real estate assets, oversee corporate procurement of goods, works, services, and manage institutional services (corporate travel, logistics, catering services, and mail services, fleet management). To this end the Real Estate Management, Procurement and General Services Department: formulates and applies procurement policies and rules, guidelines for management of facilities and real estate services, elaborates and ensures the proper and effective application of administration policies within the Bank in such areas as communications, transport, travel, security, protection and safety of the Bank’s staff and property; and performs related duties. The Department is also responsible for managing the Bank’s fixed assets. The Real Estate Management, Procurement and General Services Department comprises three divisions: (i) the Operations and Maintenance Division; (ii) the Corporate Procurement Division; and (iii) the Corporate Travel and Support Services Division.

 

THE POSITION:

 

The role of Division Manager, Corporate Procurement (TCGS2), is critical in advancing the Bank's transformative agenda for Africa. Positioned directly under the Director of the Real Estate Management, Procurement and General Services Department (TCGS), this position is central to leading and managing the Bank’s procurement services efficiently. These services include planning, organizing, and controlling, all activities related to corporate procurements and contracting. The Division Manager's leadership is crucial in steering these services to meet staff needs but also in aligning them with the Bank's strategic objectives, thus enhancing the Bank's operational efficiency and contributing significantly to its overarching goals.

 

KEY FUNCTIONS:

 

Under the general supervision of the Director, Real Estate Management, Procurement and General Services, the Division Manager’s principal accountabilities are as follows:

 

  1. Provide day-to-day leadership, defining the vision and longer-term strategy for the corporate procurement function to achieve the optimization and exceptional customer service required of the Division.
  2. Lead procurement planning and strategies for delivering corporate procurement services that support customer requirements effectively and efficiently, in alignment with the Bank’s evolving strategic business objectives.
  3. Oversee the quality control of the terms of reference and technical specifications for the services and facilities to be procured to ensure compliance with the Bank’s procurement policy and associated documentation.
  4. Responsible for ensuring the corporate procurement team coordinate pre-bid meetings and negotiations with suppliers on financial and contractual agreements to ensure best value for money and service quality.
  5. Lead and coordinate the development of strategies, policies, standards, procedures, and manuals related to corporate procurement aligned with industry best practices, service quality and value for money.
  6. Act as the secretary of the Secretariat of the Purchasing Committee (PC), including the preparation of supporting documents, submission, and presentation before the Committee.
  7. Prepare presentations, reports and analysis on the corporate procurement division for decision-making and regulatory disclosure.
  8. Develop and maintain secure procurement systems and ensure adequate controls in place to facilitate the procurement process and ensure compliance to policies, transparency, and equity.
  9. Develop and maintain procurement records and database of potential suppliers of goods and services, including regular monitoring, due diligence and performance assessment of contractors.
  10. Manage and retain procurement accreditations and implement initiatives and transformation activities that support the development of sustainability criteria as part of the procurement process.
  11. Ensure timely implementation of audit recommendations related to procurement and contracting.
  12. Maintain relationships with other IFIs, industry associations, and procurement authorities and represent the Bank in corporate procurement-related events at the international level.

 

COMPETENCIES (skills, experience, and knowledge):

 

  1. Hold at least a Master’s degree in Administration, Business, Economics, Law, Procurement and Supply Chain Management, Engineering. Qualification in Procurement and/or Supply Chain Management and specialized training in Procurement or Supply Chain Management will be an added advantage.
  2. Have a minimum of eight (8) years of relevant experience, of which three (3) years should be at managerial or supervisory level.
  3. Excellent leadership and management skills, including procurement transformation, procure-to-pay optimization, and source-to-contract management systems.
  4. Relevant experience in a multilateral development institution or reputable development organization. Experience from the private sector (i.e. procurement company) will be an added advantage.
  5. Experience in managing priorities under pressure and developing solutions to operational challenges.
  6. Proven ability to work across functions, manage diverse teams and engage stakeholders effectively.
  7. Strong communication and presentation skills.
  8. Understand, interpret, and apply the Bank’ rules and procedures and public procurement principles.
  9. Act with integrity and always maintain confidentiality.
  10. Observe the highest standard of ethics, honesty, and accountability.
  11. Communicate and write effectively in French or English, with a good working knowledge of the other language.
  12. Competence in the use of standard Microsoft Office Suite applications and SAP.
